The 28th MAHLAP Congress participated by almost 100 librarians and information providers from Luzon, Visayas and Mindanao was held from March 9 to 11, 2016 at Dynasty Court Hotel, Cagayan de Oro City, in partnership with the National Commission for the Culture and the Arts, National Commission on Library & Information Services (NCCA-NCLIS), Department of Health Knowledge Management and Information Technology Service (DOH-KMITS) and the Philippine Council for Health Research and Development (PCHRD) and co-organized with Xavier University Libraries, - Ateneo de Cagayan. The theme of this year’s Congress is “Preparing Libraries and Librarians for ASEAN Integration: Retooling Library Personnel to take on the Future”.
Hon. Lourdes T. David (Member, Board for Librarians) is the Keynote Speaker and spoke about the “New Guidelines in Continuing Professional Development: Position of the Board for Librarians regarding ASEAN Integration Leadership and Career Development for Library Personnel”. Dr Marilou P. Tadlip (Head, NCLIS-NCCA) lectured on “Library Personnel as cultural change agents: the role of NCLIS”.
To address the digitization culture for/with/by Libraries, Ms Louise Ian de los Reyes Aquino (Librarian, STII-DOST) presented a lecture on “Digitization projects of government libraries: lessons learned from IFLA 2014”. The topic on institutional repositories was tackled by Ms. Mylene Brinas (Librarian, PCHRD-DOST) who presented an overview of the HERDIN database and Ms. Alma Mila D. Prosperoso (Librarian, WHO WPRO) who lectured on “Building an institutional repository”. Ms. Prosperoso also lectured and facilitated a workshop on “Taxonomies for Indexing” which is an important aspect to consider for libraries that will do digitization projects. Mr. Joseph Yap (Librarian, DLSU) lectured on “Library Personnel as Content/Creator Researcher” and Dr. Ma. Lindie D. Masalinto (Chief Librarian, UPH-DJGTMU) lectured and facilitated a workshop on “Writing Research for Publication” to answer inquiries on how librarians can become content creators and researchers. Workshops and Lectures on “Preparing documents and Records of ISO for Government and Academic Libraries were given by Mr. Gilberto Santos (Librarian, National Epidemiology Center, DOH) and Dr. Ma. Lindie D. Masalinto.
